HIERARCHY OF CONTROLS
1. Elimination: Not possible, repair must be done over water. 2. Substitution: Used lightweight vacuum attachment instead of heavy manual sweeping. 3. Engineering: Installed catch platforms under bridge deck. Guard rails on scaffold. 4. Administrative: 15-minute rest breaks every hour for jackhammering. Tool box talk every morning. 5.
