Scope of Works
High Risk Construction Work Activity: Installation of Wall Liner (Plasterboard/Cement Sheeting)
Description of Tasks:
- Site induction and hazard review
- Set up of access equipment (Scaffolding/EWP/Ladders)
- Manual handling of sheet materials from ground to work area
- Measuring and cutting of wall liner sheets
- Fixing sheets to frame (Adhesive, Screws, Nails)
- Installation of insulation (if applicable)
- Clean up and waste removal
- Dismantle access equipment

Risk Control Measures (Hierarchy of Controls)
1. Work at Heights (Scaffolding/EWP)
- Eliminate/Isolate: Use static scaffolding with guard rails where possible. If using an EWP, select a boom lift over a scissor lift if outriggers are needed.
- Engineering: Ensure scaffolding is tagged (Green Tag) by a competent person. Ensure EWP is inspected daily.
- Administrative: Maintain a 3 metre exclusion zone around plant. Do not lean over guard rails.
- PPE: Wear full body use restrained in EWP.
2. Manual Handling of Sheets
- Eliminate/Isolate: Order smaller sheet sizes where possible. Use a plasterboard lift or trolley.
- Engineering: Use scissor lift with tray to lift sheets to height.
- Administrative: Plan delivery close to work area. Allow for rest breaks. Use two people for sheets over 15kg.
- PPE: Grip gloves, safety boots.
3. Dust Control (Cement / Fibre Sheet)
- Eliminate/Isolate: Pre-cut sheets off-site if possible.
- Engineering: Use tools with dust extraction attachments connected to a HEPA vacuum. Use wet cutting methods.
- Administrative: Keep area well ventilated. Remove dust regularly with a HEPA vacuum (do not dry sweep).
- PPE: P2 or P3 disposable respirator fit tested to face. Safety glasses.
4. Electricity
- Eliminate: Use cordless tools where possible.
- Engineering: Portable Residual Current Device (RCD) must be used on all power leads.
- Administrative: Visual inspection of leads before use. No daisy-chaining of power boards.
- PPE: Rubber soled boots, dry hands.
